CRITERIA FOR SELECTING JURISDICTIONS TO FIELD TEST
THE ALLIANCE GUIDE TO STREAMLINING THE BUILDING REGULATORY PROCESS THROUGH
INFORMATION TECHNOLOGY
Objective of Project:
Field test the Alliance’s "Guide to Streamlining the Building
Regulatory Process Through the Adoption and Use of Information Technology,"
to assure that it will be a useful tool to help different size jurisdictions
consider and then take action to streamline their building regulatory process.
CRITERIA:
- Jurisdiction must be in the process of making a
decision to apply information technology to one or more of its building
codes administration and/or enforcement processes.
- Jurisdiction’s demographics must provide a good
example of population (see 7 below regarding population) and must have a
good mix of active construction (residential, commercial, industrial, etc).
- Jurisdiction must be able to commit building
department and other staff to review and comment on Alliance "How
To" Guide.
- Jurisdiction must be able to work as a test site
within the time frames set for this project.
- Jurisdiction must have access to nearby
jurisdiction(s) that have undergone successful application of information
technology to one or more building regulatory processes.
- Jurisdiction with possible homeland security –
natural or manmade disaster – impetus to streamlining effort.
- The jurisdictions selected must collectively offer
an appropriate range of sizes (large, medium, small population), a
representative mix of rural, urban, and suburban communities, and cover
various regions of country (e.g. NE/S/MW/W).
- Jurisdiction must be willing to work with the
Alliance to document both the beginning state of the process, and the
resulting benefits for a period of at least 1 year following successful
implementation of I.T. streamlining measures.
- Jurisdiction must be willing to share experiences
(both good and bad) with the public through a lessons learned document.
