Fee methodologies have been defined for residential

and commercial:

§         Electrical permits

§         Plumbing permits

§         Mechanical permits

§         Structural  permits

Tri-County jurisdictions implemented the fee methodology July 1, 2000.

Committee has completed rule writing and will reconvene when new methodology issues arise. It is anticipated that this group will reconvene to discuss a fee methodology for phased permitting processes.

Establish a process to facilitate consistent code interpretation in the tri-county region.

 

Task force assigned.

Process to facilitate the consistent application of code. The process is based on the code forum concept with industry and building department participation.

Code forums begin late July. Each code forum is scheduled every other month.

§         Code consistency committee made code panel designations

§         Written minutes cause waves within the jurisdictions, but BO’s hold to promise of using determinations as inspection standards.

§         Newsletters published quarterly; causing a stir outside the region (contractors wish to use the code applications downstate, for example).

Develop a process to resolve code disputes between local building officials and contractors regarding site specific application of one or more provisions of the state building code.

Discussed and approved at the Board level.

Process to resolve site specific disputes using an “on-call” group of industry and building department code experts consult with the building official of the jurisdiction in which the dispute occurs.

§         To date, six disputes resolved. Two in favor of the local jurisdiction, four in favor of contractor. All find the process fair.
