The NCSBCS Factory-Built Structures Committee reviews the state modular program survey results during the Salt Lake City Annual Conference on September 29.  Mark Luttich (NE) chairs the committee.

This committee is charged with developing and recommending methods of operation for programs that will, within the policies of the association, provide a practical basis for improved interstate and intrastate regulations. The committee also reviews pending federal and state legislation and regulations and recommend appropriate responses which reflect the concerns of the association.  This committee generates topics for the monthly NCSBCS/AMCBO public sector members important issues calls.

The scope of the committee is to:

  • Support the Alliance for Building Regulatory Reform in the Digital Age.
  • Identify and promote ways of educating elected officials on the need for unified statewide building regulatory systems.
  • Recommend programs which will improve interstate and intrastate building regulatory programs (less cost and greater effectiveness and efficiency).

Factory-Built Structures Committee

This committee is the successor of two previously separate NCSBCS subcommittees, one with the industrialized/modular buildings and the other manufactured homes. The committee brings together NCSBCS members to review and recommend the development of services to assist and nationally coordinates the states’ role in the regulatory of these two types of factory-built buildings.

The scope of this committee is to:

  • Discuss ways to update the HUD manufactured housing codes and standards.
  • Support model state enabling legislation to adopt statewide installation standards for manufactured housing.
  • Review interstate reciprocity programs and uniform regulations and administrative procedures for industrialized/modular buildings.
