NCSBCS FACTORY-BUILT STRUCTURES COMMITTEE Conference Call Meeting Thursday, December 9, 2004, 3:00 pm EST Call to Order: Chairman, Mark Luttich (NE), called the committee meeting to order. Attendance was taken and noted as follows: Members Present: Mark Luttich (NE), Chair Approval of November 16, 2004, Minutes Cindy Bocz (TX) made a motion to accept the minutes. Randy Vogt (MN) seconded the motion. The motion passed and the November 16 minutes were approved as written. Old Business Modular Program Survey: The State Modular Programs Survey will be published as is since additional information/corrections were not provided since the last request. State Modular Reciprocity Programs: This item will be held for next conference call since the speaker was unavailable. Letter to HUD: The letter to Mr. William Matchneer was discussed and now includes 3 topics (Installation and Dispute Resolution, Affordable Housing Federal Register Notice, and the December 1, 2004, Federal Register Notice). The letter will be sent to Mr. Matchneer early in the week of December 13, 2004. Hopefully he can be part of our next conference call. New Business Federal Register Notice: Chairman Luttich outlined the contents of the December 1, 2004, Federal Register Notice of proposed changes to the Federal Manufactured Home Construction Safety Standards. Members were encouraged to make their own positions known to HUD. Additionally, the committee will form a consensus position letter to send to HUD on the issues. This will be accomplished once the members have responded to the Chair’s outline of revision areas in the Federal Register notice. It will be emailed to everyone. Members responding should include the reasoning for each item they are taking a position on. Next Conference Call Meeting The next conference call will be January 20, 2005, if that is an acceptable date to Mr. Matchneer. Respectfully submitted, Mark Luttich NOTE: During the November 16, 2004, call, members were asked to provide brochures or guides they might have to assist consumers, bankers and code enforcement personnel in determining what kind of home they were dealing with -- a HUD-regulated manufactured home, a state-regulated modular home or a site-built home. Attached is a comparison guide used by the Wisconsin Safety and Buildings Division as an aid to determine under what code or standard a manufactured building used as a residence falls.
