Recognizing that service to the public and to the jurisdictions is a fundamental obligation of the building official and recognizing further that building officials of major cities and counties face unique and similar problems in fulfilling that obligation, the Association of Major City & County Building Officials does hereby dedicate itself to the conduct of activities and programs designed to improve and upgrade their ability to fulfill that obligation.
